Illustrative Dunottar property trust and evidence journey

Evidence · Source hierarchy · Reconciliation

The project can evolve without losing its source of truth.

Dunottar now has two important project sources: the current July 2025 spatial plan and the Diaspora City strategic presentation. They describe the same project but perform different jobs. This page makes the authority hierarchy, corrections and unresolved decisions explicit.

01 · Authority hierarchy

Use each source for the job it can actually prove.

The July 2025 plan controls plan-stated quantities and spatial relationships. The Ministry/Diaspora City presentation explains the strategic rationale, intended city systems and proposed institutional pathway. Neither source on its own proves current title, approvals, infrastructure completion, inventory, price or implementation status.

CURRENT PLAN AUTHORITY

Proposed amendment of a high density residential layout on Dunottar Farm, Manyame R.D.C.

STRATEGIC PROJECT BRIEF

Diaspora City Zimbabwe — Ministry of Local Government and Public Works presentation

Defines the national-development rationale, intended city systems and proposed institutional pathway. Where an indicative figure conflicts with the July 2025 plan, the plan controls.

PUBLISHED PROJECT EVIDENCE

Dated external/project-side claims

Useful evidence leads are preserved with dates and conflicts visible. They are not silently promoted into current verified status when sources disagree.

PROFESSIONAL / STATUTORY EVIDENCE

Still required for stronger conclusions

Title/tenure, statutory planning position, authoritative parcel geometry, engineering capacity, environment, commercial terms, governance and implementation status require dated authoritative records and, where appropriate, professional conclusions.

02 · Current plan facts

The figures that now control the public project story.

These quantities come from the July 2025 plan ledger and replace older indicative project figures where there is a direct conflict.

03 · Presentation reconciliation

Update the strategy where the current plan is more specific.

The new Ministry presentation is a valuable strategic brief, but several statements are indicative. The website now records how those statements are interpreted against the current project evidence rather than reproducing them uncritically.

01

Project area

Strategic presentation: “up to 500 hectares”. Current plan authority: 612.32 hectares. Use the July 2025 plan figure across the website.

02

Land request

Strategic presentation: allocate suitable land. Current project already has a specific Dunottar plan. Shift the government ask to confirmation/reconciliation of land authority and statutory pathway, not an assumption that a new site must still be found.

03

Smart infrastructure

Strategic presentation lists fibre, renewables, water, transport, digital governance and security. Current website treats these as design/operating requirements. Do not present strategic infrastructure ambitions as installed or funded systems.

04

Economic impact

Strategic presentation sets out investment, jobs, revenue and foreign-currency outcomes. Current website treats them as intended outcomes. Test through feasibility and implementation planning; do not present them as guaranteed results.

04 · Evidence grammar

Five states make the digital city legible.

The same interface can carry different kinds of information, but the status must tell the reader what they are actually seeing.

PLAN-DERIVED

Geometry, counts and areas read from the current supplied layout. Describes the plan, not delivery.

VERIFIED

Evidence checked against a dated authoritative source with provenance retained.

DIGITAL CONCEPT

Illustrative architecture, landscape, systems or future operations. Not surveyed or built reality.

PROJECT / STRATEGIC CLAIM · VERIFY

Published or proposed project information retained with its source and evidence limitations.

UNKNOWN / REQUIRES CONFIRMATION

Used wherever the project does not yet have enough evidence to make the stronger claim.

11 / PUBLISHED EVIDENCE

What the project-side websites published on 15 September 2026.

These public pages were rechecked on 15 September 2026. This city model keeps source-plan evidence separate from commercial and delivery claims. Public Leengate pages remain useful due-diligence leads, but they contain conflicting status language, so this layer shows the claims and the conflict rather than silently treating either as settled fact.

01CURRENT LEENGATE PROJECT PAGE

Current page states “Completed”

  • Describes Dunottar, Chitungwiza as a high-density community development.
  • States a partnership with the Ministry of Local Government & Public Works.
  • States a location off Chitungwiza Road, approximately 26 km from the CBD.
  • States stand sizes from 280 m² to 1,200 m².
  • States stands are fully serviced with tarred roads, sewer and water reticulation.

02LEGACY / ALTERNATE LEENGATE WEB PROPERTY

Alternate page still states “In Progress”

  • Describes the project as “In Progress”.
  • Publishes 300 m² as an available size.
  • Publishes a price of US$55/m² and payment terms.
  • Repeats the serviced-stand and 280–1,200 m² range claims.

STATUS CONFLICT / DO NOT NORMALISE SILENTLY

One Leengate page says “Completed”; another says “In Progress”.

Until the project-side team confirms which status, inventory and commercial schedule is current, this city model should not convert those public statements into a definitive project status, availability register or price list. Investors and developers can use the links above as evidence leads and request dated confirmation from the authorised project team.

QUESTIONS TO CLOSE WITH THE PROJECT-SIDE TEAM
  1. 01Which public project-status statement is current?
  2. 02Which stands or opportunity areas are genuinely available today?
  3. 03Is the published US$55/m² schedule still active, and for which product?
  4. 04What evidence supports the “fully serviced” claim by phase and location?
  5. 05Which ministry, council, developer and delivery responsibilities are formally documented?

05 · Open decisions

The evidence routes that have to be closed next.

These are the questions that separate a compelling strategic proposition from a technically and commercially implementation-ready city project.

01

Land authority + tenure

What is the current legal/registered land position, who has authority to act, and on what date was it confirmed?

02

Statutory planning position

What is the current status of the July 2025 amended layout and what approvals, conditions or further processes apply?

03

Exact parcel + road geometry

Which authoritative CAD/GIS/survey dataset reconciles exact parcels, road reserves, servitudes and constraints?

04

Infrastructure + environment

What capacity, engineering, environmental and servicing evidence exists today, and what remains to be designed or funded?

05

Phasing + implementation

What is the current delivery sequence, programme, responsibilities and dated evidence for each proposed phase?

06

Commercial + governance

What inventory, pricing, funding, procurement, investment-vehicle, reporting and decision-right structures are current and authorised?
