Capital should create productive capacity.

The Ministry presentation groups the economic case into four intended channels: investment attraction, employment creation, revenue generation and foreign-currency participation. Dunottar treats these as outcomes to test and structure—not guaranteed returns or benefits already realised.

Investment attraction

Diaspora investment, institutional investment and international partnerships are intended participation routes, not capital already secured.

Employment creation

Construction, technology, services and manufacturing are intended employment channels subject to actual phasing, operators and delivery.

Revenue generation

Rates, taxes and development levies are potential future public-revenue channels subject to the applicable statutory and fiscal structures.

Foreign currency

Diaspora and international participation could increase formal inflows if transparent, investable structures are established and used.
